Franklyn Addai (19) shot at parking garage Hakfort in Zuidoost

On February 2, 2021, 19-year-old Franklyn Owusu Addai was shot at the Hakfort parking garage in Amsterdam-Zuidoost by a then 16-year-old male during an altercation between a group of acquaintances. The victim was struck in the chest and head and passed away in the hospital three days later, leading to the arrest of a total of six suspects in connection with the incident. In December 2021, the Amsterdam District Court sentenced the primary perpetrator, who was 17 at the time of sentencing, to 20 months in juvenile detention and a PIJ-measure (juvenile TBS) for manslaughter and illegal possession of a firearm. Although the perpetrator claimed self-defense, alleging that Addai had also displayed a weapon, the court ruled that the response was not proportional because the perpetrator continued to fire while the victim was already lying on the ground.
