Rens Parmet (25) stabbed to death by neighbor in Bos en Lommer

Nuri Tolga Ö. suffered from severe psychological problems since the age of sixteen and was known to authorities for years as a confused and potentially dangerous man who caused persistent nuisance and threats in his living environment on Robert Scottstraat in Amsterdam-West. Despite numerous reports from neighbors, family members, and the housing association regarding his unpredictable behavior and aggressive outbursts, the police, the GGD, and mental health services failed to intervene timely and effectively, leading to the escalation of the situation in the summer of 2023. On the morning of August 15, 2023, the then 36-year-old Ö. broke into his downstairs neighbors' apartment with a kitchen knife, where he attacked 25-year-old Rens and his 29-year-old roommate Lars while they were still in bed. Rens died at the scene from his injuries, while Lars managed to escape despite being seriously wounded and was saved by arriving emergency services. After the stabbing, Ö. barricaded himself in his own apartment, where he was eventually overpowered and arrested by a SWAT team after a standoff lasting several hours. The murder triggered a wave of public outrage, and Mayor Femke Halsema commissioned an independent investigation, which revealed that authorities had seriously underestimated the risks and failed to share crucial information about his violent history with one another. During the court case in May 2024, the court ruled that Ö. suffers from a severe form of schizophrenia and was completely unaccountable for his actions at the time of the crime, resulting in a sentence of mandatory psychiatric treatment (TBS) rather than prison time. However, in the subsequent appeal in August 2025, the court reached a stricter conclusion and sentenced the man to a combination of five years in prison followed by mandatory psychiatric treatment, as the court ruled that despite his illness, he possessed a certain degree of awareness regarding the criminal nature of his actions.
