Naoufal Mohammadi (18) shot dead as a bystander in a shisha lounge on Ten Katestraat

On the evening of Friday 11 November 2016 it was St Martin's Day on Ten Katestraat in Amsterdam-West. Children were going door to door with lanterns and the street was busy. Among the people standing there at around half past six that evening was Naoufal Mohammadi, an 18-year-old Amsterdammer of Moroccan descent who was studying at a vmbo school. That evening the 34-year-old Glotwich S., nicknamed 'Glotje', walked into the shisha lounge Obba at number 26a carrying a pistol. He showed the weapon to one of the two brothers who ran the place and left again. According to the Public Prosecution Service this was an attempted extortion. The brothers went after him. When they caught up with him a struggle followed and S. began shooting; he fired at least seven shots at the fleeing brothers. Three people were hit. The two brothers, aged 24 and 22, were lightly wounded and were soon discharged from hospital. Naoufal Mohammadi was standing a few metres away, watching, with nothing to do with the dispute. He was fatally hit and died of his injuries. Glotwich S. was arrested in December 2016; police announced it in January 2017. On 27 February 2018 the court sentenced him to sixteen years in prison for manslaughter. It weighed heavily that he had killed a completely innocent bystander and that, given how crowded the street was, many more people could have been hit. The Public Prosecution Service had asked for tbs, compulsory psychiatric treatment, but the court did not impose it: S. had been examined after an earlier case and found to be intellectually disabled, but that information was judged too dated, and he refused to cooperate with a new examination. Both S. and the prosecution appealed. His record weighed heavily there. In 2007 S. had already shot dead a man who resisted a robbery; for that he received eight years in prison. At the time of the Ten Katestraat shooting he was on conditional release and still had three years of that earlier sentence to serve. On 22 July 2020 the appeal court imposed a heavier sentence than the prosecution had asked for: twenty years in prison, against a demand of eighteen. It too declined to impose tbs. The court pointed to his earlier conviction for a fatal shooting, to his refusal to cooperate with psychiatric examination despite documented problems, and to the immeasurable suffering he had caused both Mohammadi's family and the two brothers. No cassation appeal is recorded in the reporting.
